Please allow me to express my concern about 43 health workers who were illegally arrested by the Philippine army and police during a health training in Morong on 6 February and are now illegally detained at Camp Capinpin, Tanay, Rizal.
I urge you to ensure the safety of the 43 health workers and to release them immediately.
According to an initial investigation of a human rights organization there were no witnesses during the search of the compound where the health workers were arrested. This and other irregularities in this case raise concern that the military falsely targets human rights defenders as members of rebellion groups.
According to several human rights reports, including the report of the UN Special Rapporteur Philip Alston, human rights defenders of certain organizations are systematically labeled as “members of front organizations of the communists” and “enemies of the state” by the military. This falsely labeling and targeting of human rights activists should be stopped immediately.
As a signatory to the Universal Declaration of Human Rights and a state party to all the major Human Rights instruments the Philippine government should immediately form an independent and impartial investigation team composed of representatives from human rights groups, the Church, local government, and the Commission on Human Rights to look into the illegal arrest of the health workers.
